No fluid running through heater hoses

Just changed the thermostat and radiator. The water pump is only 2 years old/10,000 miles.

My problem is that there isn't any fluid traveling throught the heater hoses while the vehicle is operating.

Engine is cooling but tends to hot slightly hot, 210 - 220. It's got a 180 theremostat in it now.

There isn't a regulator on the heater hoses to adjust or shut off the flow.

Could it be a weak water pump? What would the signs of a weak pump be? Is there anything I can do?
